Sir,
I have the honour to transmit herewith a copy of a letter received from the Embassy's Refugee Relief Department at Kukong enclosing a petition from a number of Chinese Civil Servants of the Hong Kong Government on the permanent establishment, requesting the provision of further financial aid, in the form of a monthly maintenance allowance or other menas of assist- ance, to meet the difficulties which apparently the disbursement of nine mon ths' pay has done little if any thing to remove or alleviate in the case of these pensionable employees.
The matter is not one on which, I feel competent to offer any comment, and I have the honour to suggest that it might be referred to the Colonial Office for their consideration, and that /
